現在只有6個國家沒有童軍運動。 阿 富 汗 Afghanistan 中國 People's Republic of China 古 巴 Cuba 北 韓 Democratic People's Republic of Korea 老 撾Lao People's Democratic Republic° Myanmar 香港童軍總會乃依據香港政府法例第1005章之香港童軍總會條例而設立。 香港童軍總會的目的─旨在促進青少年身心精神之陶冶與啟發，使能成為良好公民，有助於社會。 在成人領導下，以誓詞與規律為本，給與歡愉而富吸引力之有進度性訓練， 以達成本會之目的。 -
在本條例中，除文意另有所指外─ “童軍”(Scout) 包括根據會章獲承認為幼童軍、童軍、海童軍、空童軍、深資童軍、深資海童軍、深資空童軍、樂行童軍、樂行海童軍、樂行空童軍、獨立童軍、深海童軍、見習領袖及童軍領袖的上述童軍，以及根據會章獲承認為有職守人士的任何人； (由1977年第28號第4條代替) “會章”(constitution) 指世界童軍會議所批准的總會會章、對該會章妥為作出的任何修訂，以及根據該會章訂立的所有附例及規則； (由1977年第28號第4條增補) “總會”(Association) 指獲世界童軍會議承認為香港的唯一童軍組織，並在世界童軍協會註冊為香港的唯一童軍組織的香港童軍總會。 (由1977年第28號第4條代替)
